How does the GPA works?

I am an international student in the US and I currently have 91% average for one of my CS classes. If I understand : 90% - 92% = 3.7 / 4 GPA 87% - 89% = 3.3 / 4 GPA

If my total score drop by 2% then my total GPA decrease by 0.4 in that case. Did I get it right? That's crazy
