How/When to mention that you would like to move locations?

So I'm European and let's say my end goal is to work in the U.S. When and how does one ask for the possibility of eventually moving to the US? Like let's say i start working at any bank that a major presence in the US. Should i ask about it right in the interview? Like not ask to be moved but ask if if happens and if it's possible? Or should I just start mentioning it after a while in the company?

For one job:

- Was asked to move to DC, said I would prefer NYC, request denied.

- 1 year later asked 5th line manager to move to NYC, approved.
