Is it a bad time to job search?

I expect things are going to drag on and get a bit worse before they get better. I don't think jobs will be posted without the intention of hiring. The drawback would be submitting the two weeks then having the other employer rescind offer. This is stressful, but boy am I glad I'm stressing out about advancing my career and not my next paycheck. I'm thinking about where the job market will be in 1-2 years. Commercial lending isn't going to go away but I'm thinking of the exit ops.

You are right that there are fewer roles advertised, but since this will go on for a while there will eventually also a need to hire staff.

There are plenty of employers hiring via different means. Mostly tech affine employers will interview, hire and allow employees to start through digital means. Amazon has Chime Apple has Facetime Google has Hangouts I have been hired in previous roles after only 1 Skype call Since everyone is WFH you aren't missing out on that much.
