Moving My Offer to A Different City Right Now

I have had a signed IBD offer in MM for a few months now. Due to a family circumstance in the last month, it would be of great benefit to me to be able to move to a city near my family. With the current climate being so unpredictable, I was wondering if it is just a bad idea to bring that up to a recruiter right now and how to navigate this in general.

You can just move your offer to a different city? I've heard of this, but only in consulting whereby they require you near a major airport.
