New WSO Theme and Announcement Bar

Hey guys, so I hope you are enjoying the new WSO theme. We took your suggestions and increased the contrast with a slightly darker grey background and I think it definitely makes thinks easier to read. This also hoepfully makses the site more "work friendly"

We also just pushed live an "announcement bar" that will serve to keep the community updated about events, special deals and other random announcements about the WSO community.

Some other recent bug fixes:

1. Homepage jumping...we figured out the scripts that were causing this, so you shouldnt have the home page jumping around on you anymore or that weird "#" sign in the url

2. Hover issues with upper right icons have been solved...they were disappearing before you could select anyhting. Very annoying, sorry about that

Going Concern

To be honest, I'm not a huge fan of the scrolling announcement bar because I find the movement a bit distracting. I know you can stop its movement by clicking the pause button, but it would be nice to have an option in your profile to keep it static by default.

I think before we'd make it static we'd give an option to just hide it...right now we have some other higher priority dev initiatives, but we'll consider adding some sort of way to collapse it for logged in users.
