Small Cap Value Investors

Anyone know of any good small cap value investors to follow? Mohnish Pabrai, the guy I used to follow, seems to have shifted to mostly large and mid cap stocks.

My qualifications:
-Primarily invests in companies with a market cap of less than $1 billion.
-Annualized returns of 20%+ over the last 5 years (preferably more).
- A history of holding onto stocks for more than one year, otherwise the 13-F is horseshit information by the time we see it.

I've got a few SB's left to give out.

Another fund I've heard of is Starboard Value, not sure if their returns are near 20% annualized but they're pretty good.

The Starboard guys are sharp activists (all activist, all the time). They overlap some with FrontFour (which I know less about).

Royce is one of the best-known small cap managers.

 

Scott Barbee at Aegis is a really good one. You can get his quarterly letters right from his website. I know he was interviewed regarding his high yield fund on the blog newbprosmonk posted but his small cap value fund has done really well too.
