I'm tempted to put the IB one first because I'm doing a SA gig this summer at another firm and thought it would flow better on my resume.

Obviously the standard is to put them in chronological order, but I think bumping up the IB experience makes sense. If you're interviewing at a bank in the fall, you'd walk through your experiencing touching on your two banking internships first and then tie in your public finance internship. Therefore your intuition seems right.

Probably the first question you would get in an interview if they looked at the resume, regardless of how you position it.
