I wouldn't trust one source for the outlook of the entire al Qaeda force. Especially one so low on the totem pole. There is also no way of knowing how much of it is misinformation.
Check this out a top ranking CIA operative admits Al Qaeda is a complete fabrication. Clearly terrorists organizations exists but I believe it is smaller sects and not a "one group fits all" that the US government wants us to believe. From BBC

The AQ cells are totally disaggregated. The fact that Hafiz's group is fucked doesn't tell us much about the organization as a whole. We haven't killed all of the known leadership, so AQ could always reassert itself given the chance.
AQ just "MIGHT" be losing ground in the Middle East, but there're tons of splinter groups and AQ wannabes just about everywhere. Serious concern with Al Shabbab and AQ alums in Somalia and the Horn of Africa, splinter groups in some of the Muslim South and Southeast Asian countries etc. etc.
Was an interesting article on how AQ and similar groups have started recruiting and advertising propaganda online, and how its inspired some of the smaller, individual attacks here n there. Seems like they might've changed tactics but are far from dead.
Interesting rumor I heard in a small third world country I was visiting roundabouts the time the war started, that boatloads of Taliban/AQ were secretly being smuggled into the country and setting up training camps for local insurgents.
So long as our policy is petrodollar hegemony and unconditional support for a certain country in the middle east that I will not name, we will have terrorists hatching plots to blow us up. Full stop.

Al Qaeda? Is that what you perceive terrorism to be in the States? There are thousands of terorrist organizations, possibly about 20 different ones in and around Kashmir, 100s around Palestine, and a huge growth in numbers in Africa. If by this article the aim is to say that terrorism is on the wane, I'm afraid that's a big big mistake. No one would like to say that terrorism is on the decline more than me, but those motherfuckers are here to stay.
