You have to think about this statistically, not anecdotally. We live in the safest time in human history. The US murder rate per 100,000 people is about 5. That is still high compared to Europe which has a murder rate around 1 per 100,000 people, but is low by historical standards. I'd recommend reading "The Better Angels of Our Nature" by Steven Pinker. It's a great book that explains how and why violence has declined over the past 10,000 years.

Most criminals orginate from warlmart-so its safe to say it's better to have the criminals in a prison rather than in warlamart where they are loose to operate.
