3.0 High School GPA is not good. Kelley needs a 3.7 to get in. I don't think you will get in at Wharton or Stanford even if you get 4.0 at IU first year. Your best bet is to get into Kelley and do well.

Bro I think your underestimating how difficult it is to transfer to top Ivies. I had a buddy from high school who went to a semi-target, had a 4.0 there, 2380 SATs, decent ECs and great recs and was only able to transfer into a lower tier Ivy. In addition to that high school GPA (friend had a 3.9) is also pretty heavily weighted since you are going to be transferring with only 1 semester of college. So unless you have a pretty convincing story for your HS GPA or are curing cancer in your free time I would strongly recommend looking into semi-targets and maybe some lower tier ivies.

Honestly just focus your efforts on Kelley. I don't know much about them but heard they place well.

Kelley IB Workshop is a target. It is always worth a try to see if you can get in at the top Ivies as you have been saying but honestly there is no chance of you getting in. If you really want IB then transferring to Stern would maximize your possibilities.

Also, getting into Kelley is not tough after freshman year but it is not cake walk either. I would focus my energies on getting the best possible grades rather than dreaming of going to an Ivy League school.
