I wouldn't call this communism at all. More like a combination of capitalism, limited government bureaucracy, and strong conservative values.
Clearly the small population helps, but it also shows that the greatest problems can only be solved at a local level and not through federal initiative. Even I, who is pretty conservative, wouldn't like the banning of tobacco and alcohol, but it is hard to argue with the results. I wonder if tobacco and alcohol would be allowed back into the community once the population has been thoroughly educated and there are no more scumbags?
Reminds me a bit of Singapore. Let's see where they go from here.
