If you mean simply war crimes in 20th century, Germany. If you mean total crimes against humanity, probably Russia with other communist regimes in the running as well.
But what's the point of ranking the top? According to some defenders of Hamas, raping and beheading is the same as collateral damage from military targets. It's supposedly all equal and we can't possibly compare which is worse.
