What is with the "..." in business communications

This may be a very zoomer question, but what is with people (specifically older people) using "..." between like every sentence in business emails/other text communication?? Is there any reason to why this is a thing or is it just how things are for no apparent reason? When an email ends in "..." I feel like I did/asked something wrong/stupid but they are telling me subliminally, does that make sense?

 

It often times is meant to clue readers into something between the lines. People are clued into not writing things down that could be later used against them.
