What is with the "..." in business communications

This may be a very zoomer question, but what is with people (specifically older people) using "..." between like every sentence in business emails/other text communication?? Is there any reason to why this is a thing or is it just how things are for no apparent reason? When an email ends in "..." I feel like I did/asked something wrong/stupid but they are telling me subliminally, does that make sense?

It's a generational thing. They don't mean it how you or I would interpret it. They also don't know how to open the PDF you attached.

It often times is meant to clue readers into something between the lines. People are clued into not writing things down that could be later used against them.

And to the guy above who said it's used for covering one's own ass by not leaving a digital record - idk man that doesn't really fit the context for the types of emails I've gotten
