Not every laptop / PC has to be replaced straight away, couple of things you could consider:
1) Re-install the OS, from scratch. It usually helps a lot with speed and decluttering
2) If certain apps are lagging or slow, could be lack of RAM. On some machines you can replace/upgrade it
3) All modern PCs/laptops should run a fast SSD
4) Uninstall software you don't need
5) Your hardware is no longer supported by newer OS versions and your safety is impaired

A new laptop is usually required if certain applications aren't fast enough, certain files too large (i.e. video editing) or certain technical features are missing. Unless something is broken/not working, you don't have to replace it as long as you can live with it.

One of my Macbook Pro's is 12 years old now, it still works but it's no longer my main machine. It won't even play 60fps videos on Youtube. And safety features are missing, there no upgrades any longer. So these kind of machines should replaced.
