Building a book of institutional investors

If this is more inline with another forum please move it. I am wondering about the tactics to build a network of institutional investors for things like private placements, prime brokerage, and investment banking. I would think most work at a lower level and develop clients within the firm or firms as they advance others come from buy-side. Beyond that what is the general approach or some approaches. Even if you dont have experience if you have seen someone mention this or know of articles please let me know. Thanks. Also I am not trying to infringe on anything that you might consider a personal strategy. Looking for more broad ideas.
