Describe comments that "Add Value"

Like many others, when I first started in a professional career I wasn't sure exactly what to say when asked about a project, some data, etc. But there were always peers who seemed to know exactly how to phrase things, and even if we had the same output, their comments/presentation just seemed to be a step ahead. I've been able to pick up on a few tips and tricks here, but wanted to ask the broader group--how do you make comments that "Add value?"

Like when I'm in an IC, how do I make sure what I am saying is what needs to be heard? Feels dumb to ask for a framework for talking, I get that, but someone has to have struggled and overcome this as well.
