Pension funds are know for infrastructure, and they start to invest in EM. Nevertheless the teams covering EMs will be in local offices.
The IFC has an infra fund that operates out of DC, I believe.

Maybe also consider pension funds with Infra teams (e.g. OMERS - Borealis)
Doesn’t Macquarie have that em infra fund? Could be completely wrong
A decent number of Africa-focused funds are based in London: CDC, Helios, and Development Partners are a few of the bigger names. NYC and DC also are home to a few funds--haven't seen any with big teams in SF.

Emerging Capital Partners has a presence in DC. Not sure if they do much on the infra side, would have to do some research
OP, I've seen a few recent job postings from CPP IB in London, they're a Canadian pension fund.
