How can you have off balance sheet debt?

Saw John Zito recently discussing that larger companies with billions in bonds/IG are quite happy to raise quantum’s through PC, and utilise OBF as a means of doing so. (And I don’t mean leasing).

For example, how can you just slap 5bn on accounts receivable, there must be a note in the statements covering that?
