PE Investing Timeline

Can someone help me understand a PE fund timeline.

I see for example that a fund hit a hardcap of $1B as of today's date, but they have already invested in 3 platform companies. Does that mean that while they were out raising that specific fund maybe 3 years ago they have been deploying capital at the same time they were fundraising?

What are the typical timelines between announcing a new fund to investing to hitting a hardcap to fully deploying capital? I know it all depends but for an average fund what does this look like?
