I am majoring in Political Science and Latin American Studies at a Top 10 school. I will be a consultant at MBB after undergrad. But my question is, should I over load to 21 credits my last semester to get an economics minor?

Think probably some other things you can do to help yourself more - model prep / study for technicals / maybe study for gmat. Then in MBB make sure to get PE DD assignments so your reason for "why PE" is "direct exposure led to interest" rather than "the econ minor I received several years ago"
