WTH is a tier 2.5 city? sounds like your trying to avoid saying tier 3 without saying tier 3.
I’m just not sure if it’s 2 or 3. ChatGPT calls it 2 but I think it’s closer to 3.
Raleigh or Salt Lake are the only cities I can think of that could sort of qualify.
