Is it common to get submitted for roles by recruiters and not here back?
Title says it all. Get submitted for roles by recruiters (or at least they say they will submit me) and then I rarely hear back for a first round. My resume is pretty strong.

Very common. It’s either you were rejected for an interview and the recruiter is a poor communicator or the firm is no longer hiring and the recruiter is a poor communicator.

Yes. More often than not. Recruiters are the worst. I don't want to deal with them on either end of the hiring process. Relationships work.
