Need guidance, want to present $50-200MM investment opportunity

Hello, I come from a truckstop city in a flyover state (~60k MSA) but growing location.

The city is considering acquiring a 10 acre lot in a prime location (waterfront at a confluence in downtown) after 20 years of dropping the ball and not developing it (was previously a food plant but is now just dirt) it is struggling to .

A real estate development group went through DD on it earlier this year but backed out due to them not being well capitalized enough and infrastructure needs. I am writing here because I really believe in this project and know this downtown area is prime for investment (opportunity zone too lol).

I have all of the development research materials including a 110 page JBRE consulting market research project (cost $100k), engineering estimates, and other development stuff.

My question to you is if I should go through a broker to try and drum up investment interest or if there exists a list of potential investors I can reach out to (e.g., MSD partners, Bx, etc). Also willing to share the DD pdfs (no longer confidential) over DM.
