Are cover letter read in the UK?

I was wondering how much time I should dedicate to my cover letter over preparing for interviews. I am about to apply to spring weeks, and I am not sure what is the deal with cover letter. Are they important or they just look at the CV?
Let me illustrate you with an example. I used to have a template that I used for all bulge brackets, I just used to changed the name of the bank in the first and last paragraph. One day I applied to BoA with a Cover letter addressed to Citi and I still got invited to the super day.
Analysts invest between 3 and 5 seconds on each CV, obviously they won’t read whatever candidates write on cover letters.
Work hard on a nice CV, and then practice for interviews and hire vues, but do not waste a lot of time on cover letters.
