GPA on resume? PhD with no industry experience

I've read over and over that, unless you have an abysmal GPA, it should be on your resume. Everywhere I've seen this, though, was talking about undergrad GPA. I've spent the past 10 years on my PhD, and 4 before that on my MS. Which, if any, of my GPAs should I list? If it makes a difference, they are 3.67 (PhD), 16.40/20.00 (MS in Iran, where a 16 is an A), and 15.23/20.00 (BS). If I do list them, how should I indicate my GPAs in Iran? I feel like writing "16.4/20" would look more like a low B (2.7 GPA?) than the 4.0 that most conversion scales I've consulted have indicated. Thanks for any advice you may have.
