Advice for breaking into IB from a non target school

I recently graduated high school and will be attending Utrecht University, majoring in Economics and Business Economics. I understand the the univeristy I am attending is a non target school. My question is what steps should I take to break into IB and if getting a masters in finance from a target school once I graduate is a route that will increase my chances into breaking into the industry. My main constraint is money, I am unable to pay the fees for universities in the UK and the US and private universities in Europe without taking a student loan.
