Best Non-Target Undergrad programs?

Hi guys, I am a HS Junior looking to do something in finance/IB as I have always been interested in equities/stock market/finance in general. I was looking at the best schools I can get into that are realistic with a subpar high school record (bad first 1.5 years, hard to recover). GPA is about 3.4 with SAT: 1550

What are some options that are possible to get into and also not terrible for recruiting? Current Options: Texas A&m Northeastern SMU
