There is no set amount of alumni that classifies a target school generally. As far as I understand it, I might be wrong, each firm has a list of schools that they specifically recruit from (aka on campus recruiting). Whether or not a school is a target first and foremost depends on which firm you're talking about. Generally there is a lot of overlap between banks on which schools they recruit from, so that may be why that misunderstanding is there.

The target schools are: Ivies, Stanford, MIT, Duke, UChicago, Northwestern, NYU, Georgetown.
Stanford and MIT I thought don’t attract ib as much
