Is this a solid option for getting into top tier school?
19 y/o and in my first year of Computer Science at a no-name university. I want to pursue my dream of working in finance but have a too low of a GPA in my current school to apply anywhere. Is the best plan for me to transfer to a community college, get a great GPA and then apply to a top institution? This seems to be the only possibility if you are no longer in high school. If I were to do this successfully I'd be 24-26 age range I estimate once I'm done, is that too old to break into the Street without an MBA?

Not a bad plan. A bad GPA from a non-name university is going to be a non-starter at pretty much any good company. Probably best to start over.
So for transferring from a school, Can you just attend for one semester or year and use those grades or do you have to complete a program? And which colleges/programs are acceptable to transfer from?
Also for the age thing, is there an actual cutoff for breaking in at the analyst position? Does my age and this plan of action fit that time frame?

I think your problem is going to be going from University --> CC --> Top School. The only reason I say that is because when you try to transfer to a top school they are going to look at both your CC and you University GPA.
I'd honestly say your best bet is to stay at the University and try to get a full year (including taking a full load over the summer) of 4.0 courses. That should bring your GPA up significantly and then apply to a better school. That way you're looking at a 5 year degree plan which has its ups and down but much better 5 years at a semi-target or top state school then 4 years at a shitty school that no one has ever heard of.
