Currently a student at GWU with a 3.9 gpa. In highschool I got a 3.5 UW gpa with a 1430 sat. Will my highschool gpa affect my chances to transferring to a target/semi target school?

Yes, especially depending on your year when you transfer. Freshman to sophomore transfers it will obviously matter more. This is coming from someone who transferred from a top state to T20 10% acceptance rate.

What can I do to effectively transfer given my poor performance in highschool?
You can either transfer as a Sophomore to Junior - at that point HS grades are less relevant, but they still ask you to submit your HS transcript - or target schools that are easier to transfer in to and punch above their weight within IB recruiting. I think your best bet is to try this year, and if it doesn't work out, try again next year but have some safety schools in there as well.
Are there any safety transfers that would be able to land me a decent gig on the street?
state schools like u of m, uva and unc (less so) would be super solid and very achievable options
