This is the problem with HFT trading and the methodology associated with it. I think the regulators will finally wise up to it when we have a second major flash crash that breaks all the circut breakers. All the pros and cons have been discussed, but as this issue becomes more and more rampant, I expect this to become a huge battleground in terms of regulation. Something needs to be done, but the question is what can we do to curb this effectively.
By the way, this is the fallacy with liquidity providers in a high frequency market. They remove far more liquidity than they provide.
