Is feeling like you're not developing typical on a desk early in your career?

I'm on year 2 on a FI S&T desk and I feel like I have completely hit a brick wall. I like the role and the product that we trade, but I am seriously struggling on my desk as a whole. It feels like our senior trader really has no interest in a junior being trained up to help the PnL. I have been made to do anything and everything in terms of menial tasks, my pay is well below market rate, and majority of the desk is WFH majority of the time. 

They want me on the phones and IB setting up new client relationships, but if I get a new account, I am accosted because somehow I have to have my hand held and ask for permission for every account. But even if I go to ask, I am brushed off and not even given an answer. I have yet to do a trade, and met people who are already doing trades with traders on my desk who have started their careers months after I got licensed. 

I don't know if any of this is normal or if I am in some sort of crazy toxic environment where I am never going to develop into a successful sales trader.
