Big 4 Risk Advisory to Strategy at Startup? Good Top 10 MBA move?

I've been in Big 4 Advisory (Analyst/Staff) for a little over a year now and the firm wants me to specialize in Risk once I advance to the Consultant/Senior level - something that I've pushed back on but to little avail. I've recently received an offer to work for a larger "startup" (>200 employees) in their Strategy department at a Senior Analyst level. I'm interested in the offer as I don't think my Big 4 firm has a strong Strategy division nor do they want me to move into it.
My goal is to get into a top 10 business school and I'll likely have to overcome my engineering GPA (3.3) from a top 50 private university.
Will the startup role in Strategy be more valuable than Big 4 experience in Risk?
