My best guess is that if there are VCs that hire consultants, the ones who do so are the larger firms, and that they hire them to do due diligence on later stage companies. My second guess is that the larger firms hire consultants to do portfolio work, either for individual companies or for overall portfolio assessment work.

Industry focused teams also hire industry-related consultants. For example, if you spent 3 years doing energy consulting at McKinsey, you can get snapped up by an energy focused VC team.
Oh no shoot, sorry. That I know, what I meant was actually contracting consultants for a project. Not necessarily that a VC says “hey, leave your employer, come work here” but rather a “hey can we get a proposal for $500k for a due diligence” type of work
