NUS vs Top Tier School in Canada

A friend of mine is deciding between these two options.

Option A: stay at his current university in Canada, which is a top tier target school
Option B: transfer to National University of Singapore (NUS)

He is an international student from Asia, which means he cannot work in the US. He has no preference for working in North America or Asia. He wants to work in IBD after graduation, wondering which option he should choose. He hopes that anyone could give any advice based on his background.
