No, I actually never used WordPress. I design everything from blank page and code it my self. So I offer web application and not just static landing websites. What is the average price to develop a website like "Turo"? Something with the capability to allow people to sign up and control a personal page?
Turo, the car website(?), looks like they have multiple full-time teams running it. To create a bare-bones copy you could have someone very knowledgeable come up with something in a few weeks, but it'd be a hackerish version that would not scale very well.
I don't really know what you mean by "hackerish version" and "not scale very well". The number of developers working on a project doesn't mean anything, trust me - I've seen it. Have you ever heard about Brooks's law? "What one programmer can do in one month, two programmers can do in two months"
All the money is in the edge cases- hackerish versions are easy to come up with because you go for the main basic functionality. Polishing it off is most of the labor and creativity. Are the user logins integrated with third party authenticators? Who manages your certificates? What database cluster are you going for? Are you running a multi-cloud deployment? What's your code coverage like? How much computing power would it take for 10 simultaneous users? 100? 100,000? Are you paying to handle 100,000 users when you only need to cover 100? What do you do when the original developer leaves? Did they document it, or are you going to lose your domain name and SSL certs on expiry unless someone gets the passwords? What are you going to do when a big vulnerability gets posted and you need to update packages but it breaks functionality?
Nobody sets up a real website by themselves because nobody knows the full stack well enough or has enough time to keep up with all the changes. I'm not trying to knock what you're offering, but the thought of a lone developer building a full blown website like turo with just coffee on tap and stack overflow is pretty unrealistic.
I can't give you the average price, the whole cost of development depends on so many things eg features you chose to implements, technologies your developer will use etc. My rate is $50/h for coding, when it comes to Design I like to work for a fixed price due to the nature of the design process. For web application like Turo(if we are talking about the car website) I wouldn't shoot below 15k USD

That's a funny question because when you use bootstrap, then it will be much more convenient and faster to layout a site on WordPress. If you write all CSS without using the framework, you will have a lot more CSS code, and the site will take a little longer to process it. It isn't complicated to install the bootstrap for WordPress. If you use the tips from this website, you will create a bootstrap theme in 5 minutes and start developing your site.
