Which Grad School for On-Campus Recruitment for Consulting?

TLDR: 4th year, Non-target undergrad US, 3.65GPA, GRE 326 (162V, 164Q), Mechanical Engineering. Which grad schools and programs should I apply to to get a better shot at consulting recruitment?

This recruitment cycle has been brutal for me. I networked with 70+ consultants (started networking in April), covered all MBB, Big4, some T2, no interviews even with referrals. Now I'm looking at applying to some target grad school so have a better chance next year.

Current Profile:

Top 40 rank uni, non-target. Mechanical Engineering, 4th year, GPA 3.65, GRE 326 (162V, 164Q).

2 internships at local corporations for MechE.

This past summer, I started a pro-bono consulting firm to help out with business. Team had 15 students, did 5 projects with small biz.

Future goal:

Definitely still want to recruit for consulting, so I want to get into a target school. However, the definition of target school (outside of the obvious Ivys or top 15) is not clear. This is the best I have found on which schools are target (can't post link, but it's a mega-thread in the investment banking forum)

I'm thinking of doing a Master of Science in Business Analytics, or Master of Engineering Management, both are one-year program.

So my questions are:

1) Which schools outside of Ivys (I don't think I can get in with my GPA and GRE) are target school?

2) Any advice on recruitment for next year? Anything I can start doing now to better prepare myself? (I'm quite prepared in case, having done 50+, so I don't think I should be doing more at the moment)

** I'm an international student too if that changes anything. That's why I didn't apply to many T2 this cycle.

Usc, Duke, Ut Austin have amazing BA and EM programs. All 3 are targets for undergrad but not really sure about grad.

You can def network with the alumni coz all schools have plenty in MBB
