Does not really matter from a career perspective. Office transfer inside Germany is just a formality and can be completed within a couple of weeks. Just choose the office depending on which city you like most.
Munich is the hub for Consulting in Germany. However, does not mean it is the best city. As previous comment - go with city you like and transition if you want to.
