I believe MBB and other tier 2 houses open later for internships (around Nov/Dec/Jan). Full time is around the time-frame you gave.

I would apply in the late summer/ early fall. Interview spots tend to fill rather quickly as December comes around.

FYI: Internship periods can vary wildly between countries (e.g. France and their 6-month internships starting Jan or Jun; Germany and Sep-Dec internships). Full-time starts are more evenly spread in EU than in the US.

 

Really depends on the country you want to apply to. In Germany you can basically apply at any point in time, they have spots open year-round and if they want you, it is even possible to apply and start only a few weeks later (have seen this with friends of mine). France has their 6-month programs as stated above. In general, for MBB applying 3-4 months before your starting date should be fine in FR and GER. In London it seems to be way more structured and you might have to apply earlier, but I'm not sure about that.
