I think it really depends on the type of "Letters" the program focuses on: Alphabet letters or letters as in a written form of correspondence.
Not a target, but a semi-target. No one can tell you exactly how great your GPA and leadership need to be because it's all highly variable. Making the cutoffs can get you there, but ideally it's better to be a bit above the cutoff. There's really diminishing marginal utility for each 0.01 added to your GPA, though, so I'd just worry more about knowing your shit.
