Lower Tier Econ Consulting Shops?

I've been looking into econ consulting as a career, but I've sent out a bunch of applications and have mostly struck out. I've run through all of the shops that I've heard of on forums like this (NERA, Bates White, CRA, Brattle, Compass Lexecon, LEK, BRG, etc.) and was wondering what options there might be for jobs at firms that aren't quite as prestigious or high-paying but might provide me a chance to do mostly the same work. What options are there, and where might I find more information?
