Two immediate thoughts:

  1. McKinsey (and other MCs) say what they clients want to hear. I don't think McKinsey is inherently malicious or hates immigrants, but perhaps they got carried away with the engagement and ended up making excessively strong suggestions. This happens all the time with MCs even on engagements with less severe consequences than working for ICE. When these suggestions are made in this context, they can come across as even more bitter

  2. Their point about "reducing food and medical expenditures" is simply a reiteration of the fact that MCs will penny pinch for clients. If McKinsey could, they would have 2 shifts of workers at Starbucks doing 12 hours each to keep the place running and have them eat twice a day as that is the minimal and most efficient amount. I think it is partly up to the MC and the client to gauge where the line is and this time McKinsey may have gone over. I'm sure there have been other times where McKinsey suggested certain cuts and clients went "why not cut even more?" to the point where McKinsey felt uncomfortable.
