Nontarget sophomore wanting to switch goals to Consulting

I go to a non target in the Southeast. I'm a sophomore and have been wanting to pursue IB for the past few years. I've always had an interest in consulting, however, for a variety of reasons, I chose IB over consulting. Now I realize consulting better matches with my skills and my interests. We have a few graduates at the business analyst/associate consultant level all the way up to partner (1 each level, a few partners) in the Atlanta office for one MBB firm and a few more top heavy for a different MBB in Atlanta. I've been networking like crazy for IB. I have a boutique internship lined up this summer and I have contacted over 200 people for summer of 2020 and have a lot of people who can vouch for me when recruiting starts or already vouching for me now for the firms that have opened up recruiting. I would only consider dropping IB for MBB consulting. I think this is doable as I can see my success with IB firms that recruit now in the Spring and use the technicals I am learning now and my internship experience for Fall recruiting. Over the summer I will study for consulting. That is the IB part, onto the consulting part.

I have a 3.6 GPA, but will have a 3.7 GPA in the Fall. Is a 3.7 enough? Also how do I network with MBB employees? Do I primarily target undergrad level employees? I would never email an MD in IB, is it appropriate to email a partner in consulting, specifically an alumnus? While the best connections for my school are at Atlanta offices, I would really like to work at a Chicago office. Is it better to target the Atlanta office and try and switch to Chicago post-MBA or if I network well enough do you think I can go straight to Chicago? Can the Atlanta alumni help me in Chicago? Last question is which is the best path for me:

Junior IB Internship --> full time MBB recruiting (May have a 3.8 by then and a good IB name under my belt rather than just a non target student with no experience) Junior MBB internship (probably harder to get) --> full time offer
