ROI Pricing Model

I have been thinking about going 100% ROI pricing. I have a proven track record and I believe I can increase my income dramatically.  I just can not wrap my head around how to have checks and balances.  Is it only contractually?  I provide a B2B service where I guarantee a savings in exchange for a percentage of the savings. The problem is that the business does not have to accept the savings and the savings may not happen for 12 to 18 months after my proposal. I just don’t like to put my income into good faith. My clients are all across the US and does not make sense to inspect books.  Suggestions?
