Crypto Arbitrage Scam?

Hi there! I found on Telegram this person who shows in video how he earns avalanches of money using Crypto Arbitrage. He buys 100$ in BTC on Hanbitco (Korean exchange) and transfers them to bgogo ... where he will resell them at a higher exchange rate earning a very small amount of money (a few pennies). The best part comes now! Using DevTools (I think it's an automated python software) he automatically performs this operation thousands of times, earning a lot of money.

In his telegram group he promises that your 60$ will become 19k :/ showing screenshots of people who have done it and are happy (screens that could be fake). I can't find his name online despite he posted videos and pictures of him.

In your opinion, is this a scam? Are there people who can make money this way?
