Attach a resume when reaching out for experienced roles?

I am a second year analyst at an EB and looking to make the jump to equity / credit research. I spoke to a friend of mine who said that whenever I see a posting I am interested in I should apply but should also try to speak to the head analyst. When I do this should I attach a resume? Is that too forward or for experienced roles do they prefer having it in front of them?
