Many positions don't require a quantitative background - investor relations, project management, repo/collateral management, fundamental portfolio management, backoffice, middle office - it' a long list of positions that don't require any quant/programming background by do require familiarity with finance.
Hedge funds have more money than any other firm (except FAANG). So, while they pay better...they also expect better...better and more experience...smarter...more talented. You generally need to work for an ibank before bothering to even try to get a job at most funds.
No it does seem that way but for now being a qualified candidate can get you a interview and producing can keep you there.
