They seem to get high off collecting resumes and not responding

Pretty much just resume collectors from what I've experienced
I got an offer through them. I turned it down at the last minute when another offer came through. They weren't happy.
Do they have any real mandates ever
Yes, their mandate is to get your resume and then sell that information.
Find their spamming emails very annoying too but I have gotten a few interviews through them over the years.
