Non target Sophomore wanting a Hedge fund internship and recruiting tips

Hey, I'm a non target sophomore with no finance internship. 
Is it best to find a local/small AUM HF to intern at or get a PE internship and then get into HF? How to find small HFs? What if they dont have a formal internship program? Whats the recruiting cycle for HFs, and do they ask technical interview questions? How to best network?
