Prop Trading question

I was reading an article which suggested in America Banks can no longer prop trade. I was wondering if someone could clarify this? I am based outside America so keen to get someones input.

If Prop trading is banned how will Hedge Funds and alike get a steady flow of traders in the future as surely this was a important source of employee capital to the industry?
